The pamphlet "Common Sense," authored by Thomas Paine in 1776, articulated a fervent argument for American independence from British rule and promoted the idea that government should be based on the consent of the governed. The correct answer reflects the belief that representatives should be elected, emphasizing the importance of self-governance. Paine argued that a legitimate government derives its authority from the people and should be accountable to them through elections, rather than being ruled by a monarchy or hereditary leadership.

By advocating for a system whereby citizens have a voice through elected representatives, Paine directly challenged the notion of absolute monarchy and called for a shift towards democratic principles. This ideology played a crucial role in shaping the future political landscape of the United States, influencing the development of its democratic institutions and the emphasis on individual rights and choices in governance.
